This international culture organization is together with international cultural organizations, the main aim of the Turkish people, develop and improve the overall material and technical base. To transmit to future generations the cultural monuments of the Turkish people to develop cooperation among the Turkic peoples. There are more than 200 million people of Turkish-speaking world today. Ankara (Turkey) is located TURKSOY. The General Director is Dusen Kaseinov (former Minister of Culture of Kazakhstan). The this organization began work since 1992. The cities Baku and Istanbul is the place where began TURKSOY works, with turkic people from Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Russiya. All of them are active members of this organization. Altai Republic, Bashkortostan, Yakutia, Tatarstan, Tuva Republic are active participants of TURKSOY.

Educational dictionaries as a mirror of national and cultural civilization

Our analyses of the history of world educational lexicography shows that educational lexicography is associated with the national-cultural development of society that the study dictionaries are created not on the basis of shared dictionaries, and General dictionaries are based on learning dictionaries. It is advisable to pay attention to the analysis of the first dictionaries of educational nature as the main criteria for the evolutionary development of dictionaries, style dictionaries, grammar, bilingual dictionaries − common dictionaries − modern learning dictionaries − electronic dictionaries and the creation of modern learning dictionaries.

Importance of religious factor during ukrainian crisis

The article considers the role of the religious factor during the development of the Ukrainian crisis. It is shown that the interreligious and interfaith situation in Ukraine, characterized by a lack of harmony and the presence of a large number of contradictions, was actively used by various political forces to achieve their goals. Subsequently, the religious factor became one of the “pain points” of Russian-Ukrainian relations, as well as one of the areas around which an attempt is made to consolidate Ukrainian society.

The article discusses the impact of events in Ukraine in the 21st century on the Ukrainian diaspora community in Russia, taking into account various endogenous and exogenous factors. The conflictogenic spaces in various areas of the socio-political space of Russia are identified, associated with the processes taking place in the Ukrainian diaspora community. The processes characteristic of the entire Ukrainian diaspora community in Russia as a whole, for diaspora structures in particular, are distinguished. The reaction to these processes is described by the Russian society, government and law enforcement agencies.

The article explores communicational abilities of culture and sports, as one of the most outstanding, specific, multi-sided and controversial features of modern social and cultural life. By studying collections and exhibitions of the sports museum of Kuban we have found both positive and negative experience from the past, and were able to conclude that sport keeps its significant place in international and Russian intercultural information space.

Goodwill as a socio-economic category of Russian society and neighboring countries

The article deals with goodwill, which is a rather complex phenomenon. It is indicated that it takes a serious position in the theory and practice of public relations, which are an integral part of social communications. It is emphasized that goodwill is not so much an economic or accounting category that can be estimated in value terms, but a valuable resource that can provide favorable conditions for dialogue with shareholders, government agencies, and for attracting clients, partners, and investors. Special attention is paid to the interpretation of the definition of the term “goodwill”. It is concluded that goodwill is a combination of various factors, such as: business reputation, prestige, customers, contacts and personnel, style, logo, trademark, name, products and projects of the organization, which encourage customers to use the services of this enterprise again and which form an additional value of the enterprise that exceeds existing and accounting assets.

Eirish identity in a globalizing world: a traditional value or a modernizing concept?

The paper is devoted to the problems of how the Irish understand their own national identity in the context of the influence of globalization processes. Attention is paid to the role of the Roman Catholic Church in forming Irish identity and to the crisis of the church support in modern Irish society. An analysis of the activities of the extreme right-wing forces of Ireland demonstrates the significance of the national idea for the development of the right-wing populist agenda. Analyzing the programs and statements of the supporters of the so-called traditional values, the author concludes that they do not correspond to the image of the Irish national identity prevailing in Irish society in the early 21st century.

Transformation of social identity of youth in a globalizing society

In the article, the authors examined the problems of the formation of the social identity of modern Russian youth in the context of globalization. Based on the results of foreign, domestic and author’s empirical studies, the authors identified subjective and objective risks of forming the identity of generations of millenials and centenials (in terms of N. Howe and W. Strauss). It is shown that the transformation of social identity is directly related to the «gap» of generations, the change in collective memory, which contributes to the construction of a new community: «cosmopolitan without a past».

Ethno-religious terrorism in the context of globalization

Based on an analysis of the specifics of the phenomenon of terrorism, an attempt has been made to study the impact of globalization processes on terrorism, which is based on an ethno-religious or ethno-confessional conflict. It is shown that terrorist methods have improved and the threat from terrorism has increased in the context of globalization. Globalization creates a clash of cultures and undermines national identity. However, globalization processes also contribute to the spread of democratic values, which play a positive role on the prevention and resolution of ethnic and religious conflicts.

Prospects for participation of Armenia in the EAEU (in the context of economic development of the country)

In article power parameters of hoisting-and-transport electric drives with the asynchronous engine and the frequency converter are analyzed. The electric drive carries out demanded movement with the set acceleration (at movement up the electric drive lifts freight, and at movement down freight is absent). Extreme values of mass of a counterbalance at which the electric drive provides the set movement with the minimum electricity consumption from a network for a cycle are defined.

The role of political identity in integration processes in the present-day society

The article aims at examining the current problems of political identity construction with the help of the analysis of the situation in the Russian society. The existence of the unsolved problems is an importance risk factor of the society’s disintegration. The “worldview” constituting a basis of political identity is a peculiar “coordinate system” in the citizens’ perception of a political space legitimizing the existing political order. The peculiarity of the “worldview” of Russian citizens stipulates a coexistence of heterodromous tendencies in the development of integration processes in our country – sufficient integration at the microenvironment level and a deficit of integration at the macroenvironment level, that creates difficulties in organizing an interaction in the system “authority-society”.

Theory and practice of tax regulation of Russian municipalities (on the example of the Nizhny Novgorod region)

Abstract Taxes play a huge role in the life of municipalities, as they ensure the profitability of budgets and the possibility of financing social expenditures. Despite the relative independence of the country’s local budgets, the composition of tax revenues is regulated at the Federal level by the country’s Budget and Tax codes and a number of Federal laws and Regulations. In General, tax revenues of municipalities of the Russian Federation include mandatory payments of legal entities and individuals to the budget, which include: part of the tax on personal income; tax levied by the USNO; part of excise taxes on gasoline, diesel fuel, motor oils; property and land taxes. While most municipalities granted the rights to administer tax payments within education, is clearly insufficient, as evidenced by endemic deficit of local budgets of the Russian Federation, indicating the ineffectiveness of tax regulation of municipalities. The purpose of this article is to identify problems of regulation of municipalities in Russia (for example, the Nizhny Novgorod region) and develop ways to address them.

On the issue of spreading the ideology of radical “Renaissance” in the republics of the North Caucasus

The report substantiates that radical ideologies in the Islamic world arose and spread against the background of the General systemic crisis of Muslim society and, as a rule, were a reaction to the departure of the rulers of Islamic States from “genuine” or “pure” Islam in their understanding. Radical religious and political ideas were developed in the ideological and political ideology of “Renaissance”, the Central point of which was the provision on the purification of Islam from various layers and interpretations, and the orientation on the reconstruction of the Caliphate as an ideal Muslim society. This ideology has both a moderate direction and a radical wing. The radical wing of the “Renaissance” offers an Islamic social project of a new world order, focused on solving the problems of the entire Islamic world. The penetration of the radical ideology of “Renaissance” into the republics of the North Caucasus took place in several stages against the background of the crisis socio-economic and political situation. The activities of radical groups, whose structure, forms and methods of terrorist activity have undergone a certain evolution,are not completely suppressed in the region today. Acting on the basis of the network principle, they shifted their focus to the psychological treatment of poorly educated youth, whose protest moods are actively used by them to arouse discontent with the existing political and legal system.

Cultural expertise and the dialogue of cultures in the postglobal world

The Humanities have developed civilizational or objective-idealistic, anthropological or subjective-idealistic, economic-agnostic approaches. The historical-materialistic, or formational approach confirmed by historical practice, scientifically raises the question of culture, its place and laws of development. Social science, based on the theory of socio-economic formations, class approach to the community, needs cultural or scientific expertise. The first point that should be introduced in cultural expertise: what approach does the author or concept come from? The second point is that if the noosphere model is used, what is its vector? The third point is to identify the subject of cultural change and utopian construction of the future. The fourth point of the examination is the compliance of the cultural project with the tradition of Russian cosmism and understanding of Russia as the Noah’s ark of humanity. The fifth point-on the presence of human and the absence of its deformation in the project. The sixth point is to understand the need for denazification and separation in scientific utopia and non-scientific ideology. The seventh point is to identify the dominant ideologies, decision algorithms, and the struggle of discourses. Expertise is a mandatory accompaniment of spiritual production, since any society needs its own social science. The issue of expertise in post-globalization conditions is particularly acute.

The example of the fashion industry shows that such communications are implemented through various tools: social networks, blogs, photo and video hosting. This helps accelerate the process of globalization of modern fashion markets.

Justification of Abkhazia’s sovereignty: political and legal realities

The article considers the political and legal aspects of justifying the sovereignty of Abkhazia, its right to independence and recognition by the international community. It is shown that the right of Nations to self – determination and statehood-based on equality and mutual respect for the rights of all peoples-presupposes the right of the people to decide on the status of the territory inhabited by them and, consequently, to determine the status of the state and its borders at their own will. However, the other approach denies the right of the people to decide the fate of the territory they inhabit, if the country they want to separate from does not agree with this. Thus, national self – determination represents two contradictory tendencies-national liberation, which often takes a separatist form, and unification, which often takes an Imperial form. When considering the question of the right of a people or nation to self-determination, the problem should be assessed from the point of view of the possibility of the development of this people or nation. If there are all the necessary conditions for their own development, then the issue of national state independence, self-determination should be decided in favor of the people claiming independence.

The strategy has been used in a number of countries around the world as a tool for developing the financial sector. A study by Western authors showed that a high-quality strategy for the development of the financial sector can increase financial depth, stability and efficiency. However, in the face of increasing complexity of the global financial system, there is still no strategy for the development of the institutional structure of the financial system and a system of indicators and evaluation criteria for the effectiveness of the applied strategy. In this work, we proposed a system of Strategies for the development of the institutional structure of the financial system of the Russian Federation until 2030, which will improve the quality of strategic tools and the financial depth of the Russian Federation.

Mechanism of ethnic networks in a multi-ethnic environment

Three main types of group integration are identified, which include the situational-reactive type, the mobilization type, and the crisis type. The importance of ethnic solidarity as a necessary condition for preserving one’s own identity in the host community is substantiated. The role of social networks in the adaptation of migrants in the Krasnodar territory is determined.

The author defines the modern language policy of the Russian state as centralized, but at the same time constructive, the main tool of which is the creation of a clear regulatory framework.

Environmental safety in the media: content analysis

It is proved that the existing system of relations between society and nature is not balanced, which leads to the cumulative accumulation of destructive trends. One of the leading information channels that shape the attitude of members of society towards specific environmental issues is the media. Consequently, how fully and in what form the coverage of environmental issues takes place depends on what material for comprehension the members of society acquire. Coverage of the problem involves the initial premise of the consideration, a selection of facts, as well as the author’s position on the issues addressed.

Theoretical and methodological approaches to the study of modernization of the agrarian sphere in sociological science

In the article the author discusses theoretical concepts and approaches to the study of modernization of the agricultural sector. The stages in the formation of the theory of modernization as a sociological phenomenon in domestic and foreign science are identified, the postcolonial, info technological, ideological, theoretical and conceptual factors of modernization are substantiated. Based on the study of the concept of S. Huntington, the author offers a scheme of various levels of modernization (psychological, intellectual, demographic, and economic), each of which includes characteristic features. On the basis of the comparative analysis, “organic” and “catching-up” models of modernization are characterized.

Features of modern art perception: the black square effect

The article notes trends in modern art. The situation related to the perception of art through the lens of P. Burdier s creativity was analyzed. A test study was conducted in which respondents were asked to determine whether an image belonged to the artist ‘s work or was a children ‘s drawing. The distribution by number of points was expressed in the form of a Gauss curve with a slight deviation along one of the axes, on the basis of which primary conclusions were drawn about confirmation of the Black Square effect. However, further regression linear analysis revealed some inaccuracies in the effect and corrected the conclusion.
